Show commit details when pending comments are related to previous commits

Why do we switch to the view of the specific commit selected in the Changes tab?

Currently when you click on a comment from a previous commit we jump to the view in Changes on the specific commit. I would assume that if that comment is present in the latest version that we would jump to that comment.

Perhaps we could follow up with surfacing the fact that the comment is on a different commit than latest version
