Add a badge to indicate soft deleted items

Description

In !213835 (comment 2911034136) it was discovered that we need a way to help users understand that an item consumer's source has been soft-deleted.

Proposal

1. Add a badge next to the item's name like we do for Pending states.

• Proposed label: Unlisted
• Proposed tooltip: This {item.type} was removed by the source project maintainer. While it won't appear in the catalog, it still works in this project.

2. Update copy in Disable modal to This item is no longer available in the AI Catalog. If you disable it now, you won't be able to enable it again.

Open questions

• What should the badge label be? Referring to Soft delete terminology might be confusing for end users of the item consumer (ie. archived, unlisted, deprecated).
• Do we also need a state for the source item as well that was soft-deleted? The use case would be to help admins understand that consumers still exist and give them the option to force a hard delete from the UI.
