Blocked by command should update merge widget without a page refresh

  issue (non-blocking) after running the /blocked_by command, it requires a refresh to see that reflected it in the merge widget checks.

  @dskim_gitlab Do you know if we refresh the page ever when running quick actions or it something we need to address separately to get that information to the merge checks asynchronously?
