Call UserSquash with the sign field conditionally based on the web_based_commit_signing_enabled setting

• For gitlab.com:
  • When squashing on behalf of the user we should make the UserSquash rpc request with sign when web_based_commit_signing_enabled is true.
• in non-saas instances:
  • always use make the request with sign true
