Update text in merge request dependency to convey that they blocks the current merge request.

Proposal

Update the text in the merge request dependency area of the merge request edit/create page to include the fact that it blocks the current merge request.

This is to align with the API and quick action of /blocks. See context !207136 (comment 2846485044)
