Merge requests not showing referenced issues when not targeting default branch

When referencing an issue in a merge request description the reference is not being shown in the MR widget below when the target branch is not the default branch

For example gitlab-org/api/client-go!2465 (merged)

I agree that it should not close the issue when merged, but it should still show the reference
