FE [Import Projects Table] Migrate table to use Pajamas base table

This came up in !206514 (merged) .

It's unclear if the custom table in Import Projects Table has some unique requirements that BaseTable cannot fulfil.

Acceptance criteria

1. Clarify if the table can be migrated to pajamas
2. If so, migrate the table
3. Verify in all pages that use app/assets/javascripts/import_entities/import_projects/components/import_projects_table.vue
