Proposal

1. Change the background color of a draft note from --gl-color-orange-50 to --gl-background-color-strong
2. Add the status-waiting icon to the "Pending" badge

Problem

Consider changing the styling or adding an icon to help differentiate between "pending" and "Internal notes" in a merge request.

Reported by GitLab team member that they didn't realize that they didn't submit their review

I just experienced a very unfortunate UX issues where a pending review comment to an internal note is no longer stands out because they use the same color. It would be nice if they don’t share the same background color
