Issue counts do not match

Problem to solve

• The issue counts in the sidebar do not always match the counts shown on the homepage.
• See #553938 (comment 2740023037).

Proposal

• Ideally, we would reuse the same query implementation in both places so they evolve together
• At minimum we need to use the same query body from what's built today
