Merge request title does not reflect pipeline execution policy addition
Summary
- when creating a pipeline execution/merge request approval/vulnerability management policy, the merge request created has the title
Update scan policies, which doesn't match the action
Steps to reproduce
- Upload a GitLab Ultimate license
- Navigate to a project => Secure => Policies => New policy => Vulnerability Management policy => Save it
