Consider removing "Locked files" from project navigation

Issue

There are a lot of items in the navigation. This is an attempt to start chipping away at it. Under Code, how often is Locked files used? (check if we have telemetry here).

Proposal

Could we remove it from the sidebar and instead have a link to it from the main Repository page?
