Move "Allow force push" into "Allow to push and merge" section

Context

In Branch rules, there is a relationship between Allowed to push and merge and Allow force push. We currently show these as 2 separate sections, however they are related.

For example, if a user sets Allowed to push and merge to No one, then the Allow force push setting is not actually allowing anybody to force push.

Design proposal

Integrate Allow force push it into the Edit panel of Allowed to push and merge.
