Enable Group creation via API on GitLab.com for Admins

Proposal

Enable group creation via API on GitLab.com specifically for Admins only.

The desired end result is that GitLab.com admins can create top-level groups through both the UI and API, without changing the current state with allowing users to create top-level groups through the UI.

This would enable automation of creation of internal groups for team members.
