Unlabel quick action doesn't remove labels already in list from dropdown

It's nice that /unlabel only shows the labels that are used in the MR. It would be even more nice when the dropdown could be filtered by the labels that come before in the list

Example

Our MR has the labels a and b.

• We write /unlabel
  • The dropdown shows a and b
• We write /unlabel a
  • The dropdown shows only b

This is not a pressing issue but merely a convenience feature
