BUG: Work items list bulk edit - State

Summary

In testing the bulk editing of state feature on the new work items listing pages, I've run into a bug. Noting this is only happening on the group level issues list, the action is successful on the project level issues list.

I received an error, Something went wrong while bulk editing. when attempting to mass close all items on the page (100 items).

• On the first attempt, after refreshing, I see it actually updated all of the items to closed.
• On the second attempt, after refrehsing, only the first 4 items were updated to closed.
• Mass opening the entire list processed without error.
