Improve Re-import group flow for direct transfer

Problem

This is the follow up issue, after #543091

Address the confusing "Re-import" button that requires double-clicking and doesn't work as expected.

Users expect re-import to import to the same location. Fields get disabled and users might not understand why they need to click "Re-import" to enable them

Solution

Replace "Re-import" button with more clear terminology, eg "Import to different location" or "Import again"

Remove the double-click requirement - make fields immediately editable

Ensure clear messaging that users are to choose a different destination for the group being 're-imported'

Acceptance criteria

1. The flow for importing an already imported group is more intuitive and clear to the user immediately
2. QA tests are updated anywhere the table is used, eg qa/qa/page/group/bulk_import.rb
