Update commit list based on new design

@ms.mondrian added some notes about mobile design in &17482 (comment 2611078691). Tldr not many changes from the draft / feedback listed above besides things that can be addressed in future MRs:

• Desktop and mobile
  • Small avatar icons per Slack discussion
  • Adding both the authored and committed timestamps back per &17482 (comment 2609233110)
  • Note how tags wrap if there's overflow &17482 (comment 2611078691)
