[Spike] Discuss feasibility of Merge Requests as Work Items

Context

Historically, Merge Requests and Issues have had a lot of core functionality shared under the concept of Issuables.

With the move of Issues to work items, there are features that might be useful in the context of Merge Requests.

Task

In the effort to better understand how Work Items are implemented and assess level of effort on approximating the two (MRs and Work Items), we'll aim to:

• Phase 1: Reading materials: reach out to the respective team to compile a list of materials to read and consult to get acquainted with the current state.
• Phase 2: Schedule a sync discussion to talk about possible paths forward or level of effort.
