Implement filtered search

Description

This is part of a bigger effort to refactor the repository Commit list.

As part of this issue we should:

1. Add GlFilteredSearch component to the new commit list Vue app
2. Add the ability to filter by:
   • author
   • message

To unblock working in parallel, the BE integration is NOT part of this issue.
