Cells/Workspaces/Organization: Add Cluster Agents Org Settings in Org UI

Description

As part of cells work, an organization UI is actively being developed behind a feature flag. Workspaces cluster agent settings was added in the admin settings in Workspaces Cluster Agents Admin Settings UI (#545241 - closed), because we want to release the feature while still keeping organizations transparent to the end user as opposed to users having to enable the feature flag if this was added to the organization settings.

We may want to eventually add this view within organization settings. This issue serves as follow up/reminder.

Acceptance criteria

• Decide if we want to include the agents in the organization UI/view
• Update user-facing docs to reflect any UI movement
