[LS] Introduce a minimum language server version application setting

Problem to solve

Instance administrators cannot set a minimum client version for connections from editor extensions.

Proposal

Provide instance administrators an option to specify the minimum language server version to connect to their instance.

Intended users

Feature Usage Metrics

Existing snowplow usage metrics provide insight into language server version used in code suggestions requests we could confirm the response status based on this and other track extension version metrics.

Does this feature require an audit event?

An audit event could help admins track users with editors out of compliance with this policy.
