Add setting to force the "Create merge request" button on an issue to always prompt branch name.

When clicking the button, that results in the branch being created with its name automatically generated from issue title.

When clicking the down button next to "Create merge request" it brings up the naming prompt, and that is the desired default behavior.

I keep mistakenly clicking the button instead of the down button next to it, and this prevents me from giving the new branch a more descriptive name.

I wish there would be a setting, called "Always prompt for new branch name".
