Create a top-level Workspace navigation item

Description

As a GitLab Instance Administrator or Platform Admin, I want to be able to see all remote development workspaces across all active agents in a single view. This will help me manage cloud resource consumption and quickly troubleshoot for my team.

Acceptance Criteria

• A user with sufficient permissions can see a top-level Workspaces navigation item
• The list of workspaces includes all active workspaces across all configured agents
