Add integration tests for validate Webhooks that require mutual TLS

As part of #27450 (closed) and !140263 (merged), we'll want to validate that Webhooks that require client certs continue to work after we add this feature. We should configure an integration test that listens on a port and requires TLS mutual authnetcation.
