Remove option to remove setting to hide buttons from project overview

Proposal

With the change to place the buttons above the project overview to become links in the sidebar, there is no more need to add this setting that allows users to show/hide this section of the page.

If this area is not useful for someone then it is now no longer blocking main area of the page by being in the sidebar.
