Create Kotlin style guide

Description

The gitlab-org/editor-extensions/gitlab-jetbrains-plugin> project is written in Kotlin and will soon have multiple team members contributing to it.

In order to be transparent about style and best practices, we should create a style guide under https://docs.gitlab.com/ee/development/contributing/style_guides.html.
