Add default settings for Merge requests
Everyone can contribute. Help move this issue forward while earning points, leveling up and collecting rewards.
Description
In a project, we can go to Settings, Merge request settings and choose between "merge commit", "merge commit with semi-linear history" and "fast-forward merge". This can be changed in the GUI for only one project at a time, and through the gitlab-rails console we update it for all projects. But there is no default setting for new projects? Can you add that? can easily change this setting for all projects. But we would prefer to have a setting in the Admin area that allows to choose the defaults for this setting for new projects. This avoids the need to continously update all projects according to the organizations desires.

Add admin area setting for default merge option for projects.
