bulk edit merge request should support Approval -> "reset to project defaults"

We added one member to the team to approve about 40 MRs that were created before the member joined. When they approve they come up under Optional Approver Workaround we have to edit each MR and reset top project defaults - This is too onerous on the user and should be supported by bulk edit.
