Create confidential merge request button is disabled

Summary

On a confidential issue, the button "Create confidential Merge Request" opens a dialog with another identical button, but this button is disabled.

  1. Create a confidential issue
  2. Click the button "Create a confidential merge request"

What is the current bug behavior?

The button is disabled. There is a message saying "no forks are available to you"

What is the expected correct behavior?

I'm not sure. Is this intentional because there is really no such thing as a confidential merge request? I.e. this is a work-around where the MR is kept confidential by putting it in a private fork, but then only the author can see it, and has to add project members to the fork to be able to review/merge?
