Backend: Updates to agent configuration updates the database

Description

Updates to the agent's configuration related to the egress rules should update the DB fields and set force_include_all_resources for all non-terminated workspaces of the agent to true.

Acceptance Criteria

• Updates to remote_development.network_policy.egress in the agent configuration updates to network_policy_egress DB field.
• Any update to these attributes in the agent configuration sets the force_include_all_resources for all non-terminated workspaces associated with the agent.
