Evaluate actor override of Direct Transfer disabled setting

About

In !132431 (merged) we introduced the ability to selectively enabling Direct Transfer when it is globally disabled on the instance.

Problem

As mentioned by @nmalcolm !132431 (comment 1581354880) this isn't a particularly graceful way of handling the scenario.

Proposal

Evaluate whether we should:

• Remove the override if we decide the feature is not needed.
• Promote the override to a proper feature that could be configured on the group/project level
