Feature request : Allow a template in a namespace which is out of the hierarchy of the Group owning the template

Problem to solve

It seems we had this feature in the past per merge and was patched in 12.1 but for some reason, we no longer have this feature in later versions. This leads to confusion with our customers who were previously able to use templates despite the hierarchy. I opened up a bug report here where we verified this is currently working as intended and is a limitation of the system.

Release notes

The idea is this :

  • Group A
    • project A
  • Group B (Public)
    • Templates** <--- These are the templates we want to use

Currently you would get an error " Namespace is out of the hierarchy of the Group owning the template" when we try to create them in Subgroup A

To work around this have to move the Templates directly into the main group's page.

*Group A

*Group B (Public)

*Templates

Proposal

This merge would instead allow a customer to use templates despite that hierarchy as in the past.
