Change priority of default description templates

In most cases around GitLab the project level settings override group and instance level settings. Confusingly in the case of Priority of default description templates the group level settings override the project level default.md. To decrease confusion and increase flexibility this should be corrected.
Use case: my team sets defaults at group level and then need the ability to set more specific details at project level in certain cases.
