Improve web ide / edit button handling of forks

In !122452 (merged) we improved the logic used to identify a fork when clicking the WebIDE button from the root of a project repository that you do not have write access to.

We need to apply this same logic when browsing files/folders/branches in the repository.

In #419719 we intend to do similar with the "fork" button.
