Custom ordering of comment templates

Problem to Solve

Currently comment templates don't have anyway to order them. If you have many templates created, it could be hard to find the ones you might frequently want in a long list.

Proposal

We should implement ordering of the comment templates so they're displayed how a user prefers when opening the lists.
