Proposal

A large Ultimate customer (GitLab administrator) voiced their need to have the ability to disable Repository cleanup option for projects on their instance. GitLab team members can read more about it in this internal ticket.

They would like to have this feature disabled because it is a risky operation if not followed correctly and they would like to prevent their users from breaking their repositories.
