Add away to mention users who have the authority to approve or merge an MR

Proposal
Customer often have to make changes across multiple projects. They currently use Sourcegraph's "batch change" feature to make the changes and manage the MRs. Customer is looking for a way to mention the people who can approve or merge an MR dynamically as this if something that changes per project. Sourcegraph allows users to comment on MRs easily, so ideally the customer would like to be able to use mentions such as @Approvers/Codeowners, please approve or @People-with-merge-permissions, please merge . Without this feature, identifying those with merge permissions can be challenging and time-consuming.
