Show writable forks "in other places"

In !122452 (merged) we added writable forks to the "fork modal" which appears when trying to launch the WebIDE from a project/repo root.

We should do the same when launching the WebIDE or single file editor from anywhere else in the repo

We should also do it when clicking the fork button on the project homepage

  @leetickett-gitlab I checked out the flow and it worked as described.

  Is there a follow up issue to provide a similar flow for editing individual files rather than just the project overview screen?
