Empty state for Workspaces content needs refinement

The empty state Workspaces needs some refinement. Specifically, the wording is too vague, and the text content shouldn't span the entire main content area.

Proposed content (feel free to modify and probably double check with the appropriate Tech Writer): Create a new workspace to use as a virtual sandbox environment where you can live preview your code.
