Add failing spec when import_sources is corrupted. corrective action for gitlab-com/gl-infra/production#9134 (closed)

!118026 (comment 1368393172) had a passing CI even though it resulted in a corrupted import_sources on staging (and development)

We should have specs / CI to prevent this.
