It's possible to set maintenance mode on a non-premium instance using the console

Our handbook page mentions that Maintenance mode should only be available to premium users. However, for non-premium users, it's still possible to enable maintenance mode by using the third method described in the handbook - the rails console. This is because a direct ApplicationSettings update forgoes the validations (currently happening in controllers).
