Offset scroll to position for job link anchors

UI polish follow-up from #211793 (closed)

Problem

For instance links like https://gitlab.com/gitlab-org/gitlab/-/jobs/477506570#L33 indicated a scroll to #L35. This is most likely due to the sticky job log header hiding the actual line scrolled to #L33.

Solution

Offset scroll position to account for sticky elements
