Switch all remote_dev branch log statements to structured logging

MR: Add structured logging and some cleanup (!119146 - merged)

Requirements

• Switch all log statements on remote_dev branch to use structured logging: https://docs.gitlab.com/ee/development/logging.html
• After this is complete, there should be no remaining rubocop:disable Gitlab/RailsLogger
