Start, stop, restart, and delete a workspace from the Workspaces popover

Problem statement

As a workspaces user, I’d like to perform some workspace management operations from the Workspaces popover.

UX flow

There are two UI alternatives that we can implement depending on the technical complexity:

1. Add a dropdown that contains all the workspace management operations.
2. If implementing this dropdown is not feasible with GitLab UI components, add a delete workspace operation button.
