Allow adjustable maximum hard limits when viewing commits in Merge Requests

Self-Managed instances can now define the maximum upper limits used when managing the experimental diff limits administration. Previously, hard-set maximum values were configured to ensure instance stability, but some users have both the resource availability, and business need, to view additional diff contents when reviewing a merge request.

Problem to solve

A customer contacted Support with a situation in which they review a Merge Request which contains thousands of changes. While there is some flexibility with adjustable values, a Self-Managed customer is still limited by the hard-set diff limits in the code base.

Proposal

Allow for the maximum diff settings to be configurable, or overridden by a feature flag or setting. Users should receive a prompt that this may cause instance instability, but may proceed if they understand the risks.
