Reviewer assignment drawer: Replace "Requires 0 approvals" text

When all required approvals have been given display All required approvals given instead of "Requires 0 approvals".
Problem
From #480218 (comment 2137343284)
The new reviewers' UI says no approvals are required for my MR, but 1 approval was needed, and I’ve already received it. Does this mean '0 more approvals'?
