Projects cannot be created from templates having the repository disabled

Summary

If a project template has the repository feature disabled, creating a project from it will fail with Template project <template project ID> is unknown or invalid

This was observed in version 17.4, but not in 17.3.

Steps to reproduce

1. Set up a group template.
2. Disable the repository from the project features.
3. Try to create a new project from the template.

Workaround

Enable the repository.
