Improve UX around selecting users, groups and deploy keys

I think the UX around selecting users, groups and deploy keys may be a bit improved. In the old flow, a user could only see in the dropdown items available to be selected. With a new flow and searchable inputs, users can search for items even when there are none to choose from. We only know if there's any when user focuses on the input. I find it especially confusing with deploy keys, when I knew I had a key added, but it wasn't available to choose from because it didn't have write permissions.

Maybe we should fetch the items once the drawer is open and if there's non, just don't render the selectors at all?
