Update protected branch and protected tag settings interface to consider regex

The protected branch and protected tag UI needs to indicate when a protected ref is set to match ref names with regex.

When creating a protected branch or protected tag (either through the specific settings forms or through the branch rules modal) we add an input for when name should represent a regex.
