[Design] Explore alternatives to information wells "gray boxes"

In the updated designs for directory and file page, the one area that did not get a major update was the gray boxes or the information wells that are used to display commit and codeowners information.
Issue to address: Because the gray boxes are there it creates a separation between the title/actions and the code content.

- The first thing that came to find is i'd like to see the file name remain next to file content still. Where it is in the proposed design seems a little lost to me.

- Edit button now seems far away from the file and the new hierarchy makes it at least a little unclear what I'm editing
- The action button to the right of the edit button also feels very disconnected from the file, if it contains file-related actions
There were a few explorations about how to minimize the space things like CODEOWNERS takes up in an archived Figma branch. However this exploration did not go further due to expanded scope at the time.
The goal would be to connect the title and actions to content while maintaining page hierarchy with proper titles.
